ICC Contracts
Mainline Contracts
The ICC will be built in phases, utilizing 5 major Design-Build contracts, A through E (Mainline Contracts). In addition to these substantial opportunities, there are 50 smaller mitigation and stewardship contracts covering approximately 70 separate sites (Mitigation and Stewardship Contracts). The ICC Mainline Contracts will be procured by competitive sealed proposals. Procurement of the Mitigation and Stewardship Contracts will be handled by the Maryland State Highway Administration (SHA) through its standard procurement process.
Each Mainline Contract will have a DBE goal established. The DBE participation goals and other requirements for each of these contracts are found in the Request for Proposals for the specific contract. Goals also will be developed for the Mitigation and Stewardship Contracts. Only DBEs certified by the Maryland Department of Transportation are eligible to meet participation goals on the ICC project.

Disadvantaged Business Enterprise (DBE) Goal

- Earth berms and noise walls
